The proposals are structured around four policy areas: mobility and acessibility; education and labour; housing; independent living and personal assistance.

The proposals are organised according to different implementation horizons: short-term actions focus primarily on strengthening the enforcement of existing instruments, while mid-term proposals aim to address structural gaps in accessibility, resource allocation, and independent living policies.
